Puzzle #13

This is someplace in Whitehall. There were a bunch of good gueses about this puzzle, but none of them were right. Someone thought it was the teachers parking lot at the high school. someone else thought it was the parking lot at the Dairy Queen. Another guess was a parking lot at Rosemore. All good guesses. And all wrong. What about you? What do you think it is?
